The city runs a program aimed at exactly this. A vacant lot can be cited when growth over 24 inches stands within 10 feet of a neighboring home's side or rear lot line. A courtesy letter comes first. If nothing changes, a certified Notice of Hearing follows and the case goes to a Special Magistrate.
Owners typically get 30 to 45 days to comply. Miss that and the city can clear the lot itself, bill the cost and record it as a lien on the property. At that point you pay their contractor's price instead of yours.

When the work is done you get dated photos of the cleared lot for the case officer. The city reinspects and closes the case on their side. Most letters ask for exactly what the machine produces: low, open, maintained ground.
